Objective:

To review the targets coming out of the last forum and the commitments made in the Local Content Charter. The Energy Chamber will provide an update on the activities that we have undertaken in the last twelve months. Operators will present on what they have been doing to achieve the targets set in the local content charter.

To set new targets and activities for the upcoming year for the Energy Chamber and additional stakeholders as it relates to local content development over the medium to long term.

Local content Management System
The Local Content Management System was launched virtually on September 9th, 2020. The intention was to rate contractors on their own local content participation which will provide a score which can be used in the tendering of projects with the MNCs. The system is up and running. Questions that we would like the group to consider: How can the system be incorporated into the contracting process or the registration process? How can the system be improved?

The registration process and requirements
Energy services companies continue to relay concerns around their ability to register with the major O&G companies. Some say that they are unclear as to how to approach the large companies and what the registration process entails. The registration process also differs widely between companies. What can be done to create a more enabling environment for contractors to become vendors with less uncertainty?

Regional integration of the energy services market
While the pandemic and resultant declines in the energy sector operations have created significant immediate problems for the energy services sector, companies are further challenged by uncertainty created by longer-term trends including both the transition of global energy markets to lower carbon fuels and the development of automation and artificial intelligence. These threats, however, also present opportunities for member companies in the energy service sector both in Trinidad and in the wider Caribbean. The growth of the oil industry in Guyana and Suriname offers obvious opportunities for Trinidad service companies. There are also significant opportunities across the Caribbean, in areas such as renewable energy implementation, energy efficiency projects, gas and liquid fuel import and distribution infrastructure and power generation. In the renewables fields, there may be opportunities in Trinidad & Tobago for service companies from the wider region. The Energy Chamber of Trinidad & Tobago has created a Task Force for the Sustainability of the Energy Services Sector which will examine the issues facing the sector and propose policy measures and other programmes that will contribute to the sustainability of the energy services sector. What should be done for local companies to take advantage of regional opportunities?

Ensuring Local Content in The Energy Transition
The Energy Transition is firmly underway around the world. Governments and private sector organizations have committed to reducing their emissions and transitioning to a lower carbon future. T&T has outlined its ambition to reduce emissions by 15% by 2030. To achieve this, several projects have been announced, including grid scale renewable energy projects, small scale solar and a hydrogen project. This begs the question of how local content can play a role in these projects and future projects to reduce emissions. How do we leverage the skills of the oil and gas sector to make the most of the energy transition? What capabilities have we developed that can propel our services industry to drive the development of projects in T&T and the region?
