The Energy Chamber of Trinidad and Tobago will hold its annual Post AGM Cocktail Event on October 25th 2024. The event, Suriname and Trinidad & Tobago: partnering for energy sector development will focus on developments in the energy sector in Suriname and opportunities for collaboration. During the event there will be a feature presentation by Eddy Fränkel, Director, Downstream & Power of Staatsolie. The event will be followed by a networking cocktail reception.

Eddy Fränkel

Director, Downstream & Power

Staatsolie

Eddy Fränkel, Director, Downstream & Power of Staatsolie, holds a master's degree in Mechanical Engineering from Delft University of Technology and an MBA from the Maastricht School of Management, both from the Netherlands. He was appointed statutory director on 6 May 2024 and from that day on holds the position of Director Downstream & Power. Previously, Mr. Fränkel held various other positions at Staatsolie since joining as a Mechanical Engineer in 1996. In 2019, he became Deputy Director of the Power & Renewables directorate (in 2020 the name changed to Directorate Power & Sustainable Energy). From 2018 to 2019 he was Operations Manager at the refinery and from 2016 to 2018 Director of Staatsolie Power Company Suriname N.V. (SPCS). From 2010 to 2015 Mr. Fränkel was project manager for the development of major renewable energy projects, namely the Tapajai hydropower project and the Wageningen Ethanol project. This was after he completed phase-1 and phase-2 of the construction of the 96MW SPCS thermal power plant, in the position of Operations manager for three years. Before joining Staatsolie in 1996, Mr. Fränkel was a development engineer at Stork Ketels B.V. in Hengelo, Netherlands.

Affairs

Joanne Brooks is a career Diplomat with 17 years’ experience in the Trinidad and Tobago Foreign Service. Having recently returned as Consul General in Miami, Ms. Brooks  was designated Head of the CSME Unit at the Ministry of Foreign and CARICOM Affairs and CSME Focal Point for Trinidad and Tobago. Her current portfolio includes inter alia regional integration, migration, implementation of the Free Movement Regime, Digitization of the Unit and the implementation of the Decision of Heads of Government in July 2023 to have full and free movement in the CARICOM region. Ms. Brooks currently Chairs two Cabinet-appointed committees on Free Movement and is the Chair of the inter-Ministerial Domestic Legislative Drafting Committee (DLDC) on full and free movement.

From 2015-2019 Ms. Brooks served as the Chargé d’Affaires and Head of Chancery in the Embassy of Trinidad and Tobago in Brussels. She represented the Africa, Caribbean and Pacific Group of States on the Technical Negotiating Team for the ACP-EU Post Cotonou Agreement. Prior to going on post to Brussels Ms. Brooks was the Head of Secretariat for the Heads of Mission Conference and 4 regional, and international conferences hosted by Trinidad and Tobago between 2011 and 2015.  Simultaneously she held the position of Trade Negotiations Coordinator for 11 Trade, Cultural and Tourism Cooperation Agreements with Central America during the period (2011 to 2015).

Ms. Brooks has two Masters Degrees from the London School of Economics (LSE) and the University of the West Indies (UWI) and graduated from the Diplomatic Academies of Malta and Clingendael in the Netherlands. Ms. Brooks has extensive experience in the commercial private sector in the UK and worked for the Royal Institute of International Affairs, Chatham House, prior to returning to Trinidad and Tobago.
