Alicia Jerome –Reece

Ministerial Advisor to the Minister of Social Protection

Mrs. Alicia Jerome-Reece obtained a Bachelor of Social Science Degree in International Relations from the University of Guyana in May 2003. She served as a Foreign Trade Officer within the department of international cooperation at the Ministry of Foreign Affairs in Guyana from 2005-2007 and was responsible for coordinating and monitoring the implementation of bilateral and multilateral economic and technical cooperation projects.

In 2007 she graduated with a Post Graduate Diploma in International Studies and subsequently a Masters Degree in International Trade Policy in 2008 from University of the West Indies, Cave Hill Campus. While completing her Masters Degree she internship at the Ministry of Trade, Industry, Commerce and Consumer Affairs of St. Lucia and assisted the Trade Advisor in preparing proposals for the establishment of a trade department within the Ministry of Commerce as well as proposals on St. Lucia’s position on Canada/CARICOM negotiations.

Mrs. Reece served as Technical Officer and Senior Research Officer with the Governance Unit at Ministry of the Presidency under the former Presidential Advisor on Governance for four years coordinating Government of Guyana’s Human Rights Reports including Guyana’s Universal Period Report.

She currently holds the position of Ministerial Advisor to the Minister of Social Protection and has represented the Government of Guyana at numerous international forums including the Commission on the Status of Women, the 3rd Regional Conference on Population and Development, prepared and presented Guyana’s National Report on the Montevideo Consensus on Population and Development. She also represents the Ministry on State Boards.

Dr. Vincent Adams

Head of the Environment Protection Agency, Guyana

Dr. Vincent Adams, a distinguished Energy and Environmental Expert, was appointed Executive Director of the Environmental Protection Agency (EPA), Guyana, in October 2018. He is an internationally recognised leader in Science and engineering, possessing over 40 years of experience in both public and private sectors in the areas of Environmental, Petroleum and Geological engineering, as well as Geohydrology. Dr. Adams came to EPA after six years as a Sr. Reservoir Engineer with AMOCO Oil Company and 30 years with the US Department of Energy, including 10 years as a member of the Senior Executive Service Corps which runs the day to day operations of the US Government. He represented the United States in key leadership capacities, chaired two international conferences in engineering and science, and headed major international professional bodies.

Dr. Adams holds a PhD in Environmental Engineering, MS in Petroleum and Geological Engineering, MS in Geohydrology, a BS in Civil Engineering, and Diploma in Executive Leadership and Management from MIT Sloan School of Business.

Dr. Adams’s goal is to transform the EPA into a world class environmental regulator with a cadre of trained professionals equipped to deliver on the Agency’s mandate, making it the model Agency in Guyana. Further, he is repositioning the Agency to effectively address the impending demands of the oil and gas sector and the anticipated economic boom expected in Guyana. Protection of human health, safety, and the environment is paramount to Dr. Adams, and through his proven adept leadership, he is well on his way in steering the EPA towards encapsulating the social, economic and environmental components of sustainable development and it’s Green State Development Path.

Earl Morris

Chairman of the National Advisory Committee on Safety and Health

Earl Morris has over 18 years in the Occupational Safety and Health field; his career in the profession started in 2000 when he was appointed as a Safety and Health Officer of the Guyana Sugar Corporation Inc. Then in 2002, he was promoted to head the Corporation’s Safety and Health Unit, as the Company Safety and Health Officer, a position he currently holds. In this capacity, he works with and through management, to ensure compliance with national and international safety and health laws, and to ensure employees understand that safety and health is about sensibly and responsibly managing real risks.

At the National level, he is the current chairperson of the National Advisory Council on Occupational Safety and Health. The primary function of this Council is to advise the Minister with responsibility for Occupational Safety and Health on matters relating to that field, or arising out of the operation of the OHS Act 32/1997. This role has also seen him being actively engaged with a number of local industries, helping them to develop their safety and health programme.

Earl holds a Level 6 Education in Safety Management from the British Safety Council, and is a member of the prestigious international safety body, the International Institute of Risk and Safety Management.

Luis Aguilar

President and CEO, Houston Area Safety Council

Luis Aguilar serves as the President and Chief Executive Officer for the Houston Area Safety Council (HASC).  Luis begin his career as a young engineer working for Bechtel focusing on control systems throughout North and South America.  Luis came to the United States as an immigrant from Honduras in the late 1980’s.  Shortly after the 1989 greater Houston area industrial explosion, a task force led by Luis was created to form a third party learning center.  Over the past 29 years, Luis has continued to lead the effort and growth of HASC through innovation and the creation of technological advancements.  Luis received a bachelor degree in Mechanical Engineering from the University of Honduras with a specialty in Control Systems from the Sapienza University of Rome. 

Brandon Grosvenor

Vice President of Strategic Development – Americas, OPITO

Brandon Grosvenor serves as Vice President of Strategic Development in the Americas for OPITO. Brandon supports OPITO, the energy industry skills organization, as it continues to extend its skills and workforce development remit across the region. Brandon has 12 years of experience in the Oil & Gas Industry where he has served in previous roles in Training, Competency and Business Development for a global  drilling technology company. Brandon has participated in the creation and implementation of competency programs, and participated in workplace skills assessments as a qualified assessor. With his extensive experience of skills development Brandon works closely with industry stakeholders in the region to supports the industry’s mission to improve offshore and onshore competency.

Anthony Vieira

Managing Director, HHSL

Herman Anthony Vieira is the Managing Director of HHSL Safety Systems Limited and the Hummingbird Group of Companies. Located at the Point Lisas Industrial Estate, Couva, Trinidad and Tobago, the Group comprises Hummingbird Helicopter Services Limited (the Parent Company), Skysearch Limited, HHSL Safety Systems Limited - a preferred Safety and Emergency Response Training and Consultancy Services Company in the Region, and RECTRIX Drone Services Limited.

A retired Captain having flown helicopters for both Bristow Caribbean Limited (BCL) and National Helicopter Services Limited (NHSL) over a combined period of 18 years, Captain Vieira’s introduction to the world of Safety and in particular safety training began with his having been trained in the UK by Bristow Helicopters in Sea Survival for Pilots and Passengers. Captain Vieira was assigned, on his return to Trinidad, to train the then AMOCO Trinidad’s personnel in 1986, as well as Bristow’s Pilots and Engineers in Sea Survival techniques.

In 1997, Captain Vieira seized an opportunity to further his knowledge as an Instructor when BP bought over AMOCO Trinidad, as the takeover would mean that BP’s North Sea training standards would eventually be adopted locally. Having pursued OPITO Approval and Certification to offer Helicopter Underwater Egress Training (HUET), Captain Vieira became the first Trinidad & Tobago National to be certified as an Instructor for what is now mandatory training for anyone venturing to an Offshore Oil & Gas Installation.

The demand for his services was the catalyst for the formation of a separate safety training company and also catapulted Captain Vieira into retirement from his pilot duties in 2001, leaving behind an accident free 10,000+ hour career in Helicopter Flying to form HHSL Safety Systems Limited.

Fast forward to present and Captain Vieira is again spearheading diversification of the business through the establishment of a technology-based company to support the changing needs of industry in respect of inspection capability.

Sister Companies HHSL Safety Systems Limited and RECTRIX Drone Services Limited offer services using robotic crawler and drone technology for inspections, security and general use throughout industry.

Captain Vieira is the holder of a FAA Part 107 SUAS Licence and is authorised to operate Category 1, 2, 3 & 4 UAV’s.

Fitzroy Harewood

Chairman, STOW Board

Mr. Fitzroy Harewood is the current President of Point Lisas Nitrogen Limited, an Ammonia manufacturing facility located in Point Lisas Industrial Estate (North), Trinidad.

Mr. Harewood has over thirty-three years of technical, managerial and leadership experience in oil, gas, power and petrochemical industries. In 1986, he joined the Trinidad and Tobago Oil Company Limited (Trintoc), a predecessor company of Petroleum Company of Trinidad and Tobago Limited (Petrotrin), as a Project Engineer. After ten years he moved to Hydro Agri Trinidad Limited which later became Yara Trinidad Limited, as an Assistant Manager, Engineering. In that organisation, he served in various positions of increasing responsibility culminating in Production Manager, before moving on to The Power Generation Company of Trinidad and Tobago Limited (PowerGen) to take up the position of General Manager from December 2011 to October 2015. On 2015 November 01 he was appointed to the position of President of Petrotrin and served in that position until his resignation at the end of February 2018. On 2018 June 11, he assumed the position of President of Point Lisas Nitrogen Limited.

Mr. Harewood is a graduate of the University of the West Indies St. Augustine, with a B.Sc. Degree in Electrical and Computer Engineering and a Postgraduate Diploma in Management Studies along with an MBA from Andrews University of Berrien Springs Michigan, USA.

His professional memberships include: The American Chamber of Commerce of Trinidad and Tobago; Energy Chamber of Trinidad and Tobago; Society for Human Resource Management; Project Management Institute and Institute of Electrical and Electronic Engineers.

 

 

Jon Regina

Logistics Manager for ExxonMobil Guyana

Jon graduated from Lehigh University in Pennsylvania with a Bachelor of Science in Materials Science and Engineering in 1999, and subsequently completed his Masters and PhD in Materials Engineering at Lehigh University. 

Jon has 14 years of international oil and gas industry experience with ExxonMobil, where he has supported onshore and offshore activities in the US Gulf of Mexico, Canada, Qatar, and Russia.  In his most recent operations assignment in Russia, Jon was the Kara Sea Ice Defense System Manager and was responsible for identifying and managing potential ice hazards during a high-arctic offshore exploration drilling program in the Kara Sea.    

Jon has been supporting Guyana since April 2017 and moved to Georgetown in January 2018 with his wife, Merideth, and their three daughters.  Jon is currently the Logistics Manager for ExxonMobil Guyana with responsibility for providing logistics support for all offshore drilling, installation and production assets.
