Claire Fitzpatrick, Regional President, BP Trinidad and Tobago
Claire was announced as Regional President BP Trinidad and Tobago in February 2018. Prior to this role, she was appointed Managing Director for BP’s Exploration and Production interests in Australia in
September 2014. In this role, she was accountable for all BP Upstream activity in Australia, including the North-West Shelf Venture. Claire served as a Director of the Board of North West Shelf Gas Pty Ltd, the gas marketing agency for the venture. In addition, she was a Board Director of the Australian Petroleum Production and Exploration Association (APPEA) and Chairperson of the APPEA Executive Committee.
Claire joined BP in 2002 as Chief Accountant/Head of Accounting Policy for Upstream. Following this, she was Head of Performance Management for Upstream and in 2007 moved to BP Alaska, initially as Commercial Director then as the Chief Financial Officer. In 2012 Claire was appointed Head of the Executive Office for Upstream in BP’s London office.
Prior to BP, Claire worked for Ernst & Young in London and Houstonacross a variety of service lines focused on the oil and gas sector. Claire has a BSc in Biological Sciences and is a Fellow of the Institute of Chartered Accountants of England and Wales.
Dr. Vernon Paltoo, President, National Energy
Dr. Vernon Paltoo was promoted to President of the National Energy Corporation of Trinidad and Tobago Limited on 1st January 2013. Since joining National Energy in 2004, he has held several senior positions including: Team Leader, Business Development; Team Leader, Office of the President; Manager, Energy Industry Development; and Vice President, Operations. He has worked on the conceptualization, design, development and promotion of Industrial and Energy Related Projects in Trinidad and Tobago through several State Agencies and Academic Institutions for the past twenty years.
He is currently a member of the Board of the Energy Chamber, and functions as the Treasurer. Dr. Paltoo has also served on the Boards of Petrotrin, InvesTT Limited and NGC CNG Company Limited. He has a B.Sc. in Chemical and Process Engineering and a Ph.D. in Chemical Engineering, both from the University of the West Indies.
The Honourable Dr. Keith Rowley, Prime Minister, Trinidad and Tobago
Dr Keith Christopher Rowley was born on October 24th 1949 in Mason Hall, Tobago, and was raised by his grandparents, who were prominent Tobago farmers.
Dr Rowley completed his secondary schooling at Bishop’s High School, (BHS) Tobago and his sterling academic performance saw him capture the prestigious Sylvan Bowles Scholarship at BHS. He then commenced his studies at the University of the West Indies, Mona, Jamaica, from where he graduated with a BSc. Geology (First Class Honours), Geography (First Class Honours); MSc in Volcanic Stratigraphy, UWI, St. Augustine.
He is a Volcanologist who obtained his Doctorate in Geology, specialising in Geochemistry.
He is a known nature lover, who enjoys gardening, hiking and is an avid golfer.
As a Research Scientist he held the positions of Research Fellow and later Head of the Seismic Research Unit at the University of the West Indies, St. Augustine. He was also the General Manager of State-owned National Quarries Company Limited.
He first ran for political office in 1981, where he contested the Tobago West seat. To date Keith Rowley has the distinction of being the only Peoples National Movement (PNM) candidate to have contested a seat in a General Election in both Tobago and Trinidad.
Dr Keith Christopher Rowley is the Member of the House of Representatives for Diego Martin West in the Parliament of Trinidad and Tobago, where he has represented that constituency since 1991 having been re-elected in 1995, 2000, 2001, 2002, 2007 and 2010.
Dr Rowley first served in Parliament as an Opposition Senator from 1987-1990.

Following the People’s National Movement (PNM)’s defeat in the Trinidad and Tobago General Election, 2010, Dr Rowley was appointed Leader of the Opposition of the Republic of Trinidad and Tobago and was elected Political Leader of the People’s National Movement in 2010.
On September 7th 2015 Dr Rowley led the People’s National Movement to general election victory, to become the 7th Prime Minister of the Republic of Trinidad and Tobago.
The Honourable Mia Amor Mottley, QC, MP, Prime Minister of Barbados
The Honourable Mia Amor Mottley, Q.C., M.P., became Barbados' eighth and first female Prime Minister on May 25, 2018.
Ms. Mottley was elected to the Parliament of Barbados in September 1994 as part of the new Barbados Labour Party Government.
Prior to that, she served as one of two Opposition Senators between 1991 and 1994. One of the youngest persons ever to be assigned a ministerial portfolio, Ms. Mottley was appointed Minister of Education, Youth Affairs and Culture from 1994 to 2001.
She later served as Attorney General and Deputy Prime Minister of Barbados from 2001 to 2008 and was the first female to hold that position.
Ms. Mottley is an Attorney-at-law with a degree from the London School of Economics, specialising in advocacy. She is also a Barrister of the Bar of England and Wales.
In 2002, she became a member of the Local Privy Council. She was also admitted to the Inner Bar, becoming the youngest ever Queens Counsel in Barbados.
Eugene Tiah, Chairman, Energy Chamber of Trinidad and Tobago
Eugene Tiah is the Executive Chairman of the Energy & Industrial Gases BU of Massy. Formerly served as President of PPGPL for 13 years. Prior to his appointment as President of PPGPL, he held the positions of Director of Special Projects for NGL Marketing and System Manager at Conoco in Oklahoma.
He has 32 years of experience in all aspects of process plant engineering, operations and overall business management. He has held various positions in operations/project/ construction management and business development, in Trinidad and the US.
He is currently the Chairman of the Energy Chamber and a former President of AmCham TT. He is also a director on the boards of the ALJSB, Tringen, Yara, PLEA, Advisory Board for Habitat and Engineering Institute.
He holds a BSc. Mechanical Engineering, MSc. Production Engineering and Management, MBA in Finance and is a graduate of the Conoco University of Executive Leadership Development.
Eugene Okpere, Vice President and Country Chair, Shell Trinidad and Tobago
Eugene is a Nigerian and British citizen, born in Birmingham in the UK and grew up in Nigeria. A Geology graduate from University of Benin, Nigeria, he started his career in 1991 with Mobil Nigeria as a Well site/Production Geologist. He subsequently joined Shell in 1992, in SPDC’s Exploration Department, as a Seismic Interpreter. He has worked as an Exploration Geoscientist in Nigeria, Brunei and The Netherlands plus several broadening roles in Development, Economics, Commercial /New Business Development and in Strategy/Planning.
He left Shell in 2009 for Sasol Petroleum International, taking on the General Manager Global Exploration role accountable for the company’s exploration activities, from strategy, through to business development, venture execution and operational activities in held assets, in both conventional and unconventional themes.
He re-joined Shell in April 2013 as Vice President Commercial & NBD Sub-Saharan Africa. Prior to taking on his current role, he was Vice President Exploration for South America & Africa
Mark Loquan, President, The National Gas Company of Trinidad and Tobago Limited
Mr Mark Loquan is a graduate of The University of the West Indies with a B.Sc. in Chemical Engineering (1st Class Honours). He earned his MBA at Duke University, Fuqua School of Business, Durham, North Carolina, USA. He is also a Distinguished Alumni of The UWI.
Mr. Loquan has over 30 years’ experience in the petrochemical industry. He has held numerous leadership roles in countries including the USA, Europe, Africa and Trinidad and Tobago. His most recent role was that of CEO, Yara Pilbara in Australia, where he was responsible for restructuring of an existing ammonia facility and integrating the site with a recently-constructed world-scale technical ammonium nitrate plant. The latter was a joint venture between Yara International and Orica.
In 1982, Mr Loquan began his career in the energy sector as a Process Engineer at Trinidad Nitrogen Co. Ltd. He moved on to various leadership positions before being appointed as the first local President of Hydro Agri Trinidad (now Yara Trinidad Ltd) in 2002. In 2009, he was appointed as President, Upstream, Business Development for Angola/Sub-Sahara Africa for Yara International before moving to Australia in 2012.
On September 01st 2016, Mr Loquan was appointed President of The National Gas Company of Trinidad and Tobago Limited (NGC).
Verlier Quan-Vie, Vice President, Commercial, The National Gas Company of Trinidad and Tobago Limited
Verlier Quan-Vie is a Commercial and Business Development Professional with over 23 years’ experience in the business sector. She has a diverse background spanning areas of risk management, commercial and business development in the Upstream, Midstream and Downstream of the Oil and Gas Sectors.
Ms. Quan-Vie began her career in the energy sector at the T&T Methanol Company (TTMC) in a technical role and subsequently moved into the Marketing/Commercial field. She has working experience with several high-level organisations, most notably the BG Group, Methanol Holdings Trinidad Limited and Maritime General Insurance Company Limited.
Prior to joining NGC, Ms. Quan-Vie held the position of Commercial Manager at the BG Group. There, she provided commercial strategy and management expertise in all aspects of the natural gas value chain in Trinidad, UK, Nigeria and Tanzania. She worked as the Commercial Lead on Business Development & Exploration activities in Trinidad and Nigeria for various Upstream Licensing Bid Rounds, Joint Venture Farm-in deals and other commercial agreements. She has effectively managed Production Sharing Contracts and Joint Venture agreements to ensure value creation for all parties.

Angus Rigby Head, Commodities, Futures & Corporate FX, RBC Capital Markets
Angus Rigby is Head of Commodities, Futures & Corporate FX at RBC Capital Markets, and is a member of the Fixed Income, Currencies and Commodities (FICC) leadership team under FICC Global Head Jonathan Hunter.
Angus first joined RBC in 2011 as a Managing Director within Commodities and has taken on increasingly senior leadership responsibilities over this time. Prior to joining RBC, Angus spent more than 10 years with TD Bank in a number of progressively senior positons, including COO and SVP of TD Waterhouse International and SVP of TD Wealth.

Dr. Sonia Scarselli, Vice President Exploration & Appraisal, BHP Petroleum
Sonia Scarselli was appointed Vice President Exploration and Appraisal in August 2019. Since joining BHP in 2012, Sonia has served in several leadership roles including Head of Algeria, Exploration and Appraisal Planner and Manager Exploration Trinidad and Tobago. She has also been heavily involved in the integration of geoscience across BHP, working with the Geoscience Centre of Excellence on how the company explores for and characterise resource. Before joining BHP, Sonia started her career in the oil industry at ExxonMobil UK in a number of exploration and geology roles. She holds a master’s degree in Geological Science from Università degli studi di Perugia, a PhD in Geology from ETH Zurich and an MBA from the London Business School.
Dilanka Seimon, Vice President Sales and Marketing
Dilanka Seimon leads the sales and marketing team responsible for marketing BHP’s Oil, Gas, LNG and LPG production. His team is also responsible for diesel procurement globally and for procurement of power and management of carbon credits for BHP’s assets in Australia. Before joining BHP in 2013, Dilanka worked at Southwest Energy, Wells Fargo Commodities, and Sequent Energy Management. He covered various roles including structuring, trading and business development. Outside of work Dilanka enjoys spending time with his wife and three kids, and volunteering with various non-profit organization
Philip Julien, Managing Director, Kenesjay Systems
Philip Julien was born and raised in Trinidad, and continued his tertiary education in Canada, graduating in 1993 from McGill University in Montreal Canada, with a Bachelor’s in Chemical Engineering and a Minor in Environmental Engineering. After working in the Canadian engineering consulting sector, he returned to Trinidad in 2001, and has been integrally involved in project development and consulting activities in the local energy sector since then.
After serving for five years as the Location Director for WorleyParsons in Trinidad, he assumed the role as Managing Director of Kenesjay Systems Limited, a Trinidad-based project development and consulting firm established in 1998, that is in service of securing a sustainable energy supply for Trinidad, Tobago, and the Region.
He is also the Founder and Chairman of the Heroes Foundation – a registered not-for-profit non-governmental organization which was established in 2002, to “Create the Next Generation of Heroes”.
Rudolf Elias, Managing Director & CEO, Staatsolie
Mr. Rudolf Elias (age 59), Managing Director of Staatsolie holds a degree in Civil and Construction Engineering from the Technological University Eindhoven-Netherlands. Mr. Elias has served as a member of Staatsolie’s Board of Executive Directors since 2009. Prior to becoming Managing Director of Staatsolie in 2015, Mr. Elias served as Director of Refining and Marketing and Director of the Refinery Expansion Program from 2010 to 2015 and from 2009-2010 he served as Director of Business Development.

Paul Baay, President and CEO, Touchstone Exploration
Paul Baay is a graduate of the University of Western Ontario with a Bachelor of Arts degree in administrative and commercial studies. In 2013, Mr. Baay completed the Directors Education Program at the Institute of Corporate Directors. Now, with more than 20 years of experience leading oil and gas exploration and production companies, Mr. Baay is currently the president and Chief Executive Officer of Touchstone Exploration Inc.
Prior to Touchstone, Mr. Baay held the position of Managing Director of Abacus Energy, a division of Abacus Private Equity. Until September 2007 he served as the President and Chief Executive Officer of True Energy Inc. a position he held since founding True Energy Inc. in 2000. From 2005 to 2012 he was the Chairman of the Board of Vero Energy Inc. From 1998 to 2000 he was the Chairman of the Board of Directors of Request Seismic Surveys Ltd. and served as President, Chief Executive Officer, and Director of Remington Energy Ltd. from 1991 to 1999.

Jaime Alberto Jimenez Gomez, Technology Manager for Reservoir Engineering & EOR, Ecopetrol
Jaime Jimenez is the Technology Manager for Reservoir Engineering & EOR for Ecopetrol. He has more than 15 years of experience in the oil and gas sector, working mostly as a reservoir engineer in heavy oil and EOR projects in Canada, Colombia, Oman, Malaysia, Uganda, Venezuela and The Netherlands. He has been working with Ecopetrol for 5 years, and previously he worked for Shell and Total. He is a Civil Engineer from the National University of Colombia, and has a PhD from the University of Alberta in geomechanics.
Jerome Dookie, Managing Director, Caribbean Nitrogen Company Limited and Methanol Holdings (Trinidad) Limited
Jerome Dookie is the Managing Director of Proman companies Caribbean Nitrogen Company Limited (CNC) and Nitrogen (2000) Unlimited, two world-scale ammonia production facilities located at Point Lisas, Trinidad and Tobago. These two plants were Proman’s first venture into the ammonia business in 2002 and 2004 respectively and have been an important part of Proman’s success as the largest petrochemical group in Trinidad and Tobago.
Mr. Dookie leads a highly skilled, all Trinbagonian Executive Management Team responsible for the high-quality product and global competitiveness of these companies. A dynamic leader, he joined the company in 2002 and served as Chief Financial Officer for almost 12 years before assuming the role of CEO in 2014. He has almost 30 years’ experience in downstream energy, public practice, manufacturing, commerce and financial services, and has operated at a senior management level for the past twenty years.
Mr. Dookie is a Fellow of the Association of Chartered Certified Accountants (ACCA) of the United Kingdom and a long-standing member of the Institute of Chartered Accountants of Trinidad and Tobago (ICATT).
Anita Gajadhar, Managing Director, Proman Shipping
Anita Gajadhar is Managing Director of Proman Shipping AG.
In her role as Managing Director, Ms Gajadhar develops and implements the company’s global shipping strategy and oversees all of its operations. Ms Gajadhar has 17 years’ experience in the energy sector in Trinidad and Tobago and Europe, and has worked for companies in the Proman family for approximately fifteen years.
Prior to her appointment to the role of Managing Director of Proman Shipping, Ms Gajadhar was Commercial Manager at Methanol Holdings (Trinidad) Limited (MHTL), a leading player in the energy sector and also a member of the Proman family of companies.
Ms Gajadhar has been a member of the Methanol Institute Board of Directors since 2019.
Ms Gajadhar holds an MBA from Heriot-Watt University, and a bachelor’s degree in Management Studies and Finance from the University of the West Indies.
Joel “Monty” Pemberton, Founder and Managing Director, DeNovo Energy
Joel ‘Monty’ Pemberton is the Founder and Managing Director of DeNovo Energy Limited, Trinidad and Tobago’s first local upstream natural gas producer. DeNovo is part of the Proman family of companies. A Chartered Accountant by profession, Monty has spent the last twenty years consistently delivering results in leadership roles within the global Energy Sector. He is also the Deputy Chairman of Upstream for the Energy Chamber of Trinidad and Tobago.
Monty has gained a reputation for leveraging his financial acumen and innate entrepreneurial skills to enable and deliver successful oil and gas exploration and development projects. He has raised over USD 400 million in the last ten years to invest in onshore and offshore ventures in Trinidad and Tobago, and is the first Trinidadian to successfully list a local company on the London Stock Exchange.
In 2016, Monty founded DeNovo, and in less than three years, grew the company from a start-up to the largest Independent Upstream operator in Trinidad and Tobago. DeNovo acquired offshore gas assets from Centrica Plc, and under Monty’s astute leadership, became the first company to independently monetise stranded gas reserves in Trinidad and Tobago. The Iguana Field Development in Block 1(a) was the first ever west coast natural gas development, and the fastest delivered project of its nature. The development included a drilling and completions campaign, the installation of an offshore platform and 45 km pipeline to shore, and the construction of an onshore gas processing facility, creating the first natural gas hub to take gas from the west coast to the Point Lisas Industrial Estate. The project was delivered with over 70% local content on over 1.5 million manhours worked and zero Loss Time Incidents (LTI’s).

Kathy Khuu, Senior Advisor, Economic Development and Local Content, Government Relations, Shell International
Kathy Khuu is a senior adviser for economic development and local content at Shell where she advises senior business leaders, management, and project/asset teams on the joint role of government and industry in delivering development outcomes for natural resource countries through market - driven principles.
Previously, she was a senior specialist at the World Bank. Kathy has 20+ years experience advising developed and developing countries on investment issues relating to policy and strategy development; increasing linkages and spillovers from investment; SEZs; and SME development. Kathy has delivered lectures to policy makers around the globe. She has been posted in Austria, Bangladesh, Cambodia, China, Indonesia, Jerusalem, the Netherlands, Timor Leste, and D.C.
Kathy was a Special Assistant at the Antitrust Division of the U.S Justice Dept where she was recruited through the Outstanding Scholars Program. She worked on two cases relating to large US mergers and acquisitions in the health insurance and medical devices sector. At the Overseas Private Investment Corporation (OPIC), she analyzed the economic impacts of US investments in frontier markets on the US economy.
Kathy has worked as a consultant for PWC, APCO worldwide, and Associates for Rural Development, where she advised MNCs on their investments in emerging markets, including political risk and corporate social responsibility. She was an adviser to the CEO of the Palestine Investment Fund where she promoted and facilitated joint Israeli- Palestinian investments.
Kathy has degrees in International Economics, Asian studies, and pre - medicine from the Johns Hopkins University (Masters) and Oberlin College (Bachelors) where she was a NASA fellow and a Presidential science scholar. She obtained certificates from Harvard Business School (leadership and strategy); the World Trade Institute (International law and economics), and the Johns Hopkins- Nanjing University center (Economics, Chinese studies).
Nicholas Deygoo Boyer, President, Georgetown Chamber of Commerce
Mr. Nicholas Deygoo returned from Washington D.C to join the family business in 2010, where he had worked with Wells Fargo Bank N.A as a mortgage backed Securities Analyst; and for Valuation Services Inc as an Associate. The former being one of the largest banks in North America and the latter a small Accounting and Investment Firm.
Nicholas is the President of the Georgetown Chamber of Commerce & Industry currently, as well as a Director of National Hardware (Guyana) Limited Group of Companies and Royal Castle Guyana Inc where he is responsible for the overall corporate strategy. He is also a founder of Guyana Oil & Gas Support Services Inc, a welding & fabrication startup in the Guyanese Oil & Gas industry.

Senator the Honourable Franklin Khan, Minister of Energy and Energy Industries, Trinidad and Tobago
Senator Franklin Khan is a Petroleum Geologist by profession, having spent twenty years in the energy sector both locally and abroad in a wide range of positions both at the technical and managerial levels.
Senator Khan holds a BSc Degree in Geology and Geography (1980) from the UWI (Mona) Jamaica, and a MBA (2007) from the Arthur Lok Jack Graduate School of Business, UWI (Trinidad).
Professionally, Senator Khan served as President of the Geological Society of Trinidad and Tobago on two occasions. He also served as a Director of the Water and Sewage Authority (WASA) (1986-1990) and as Chairman of National Petroleum Marketing Co. Ltd. (NPMC) from 2001-2002.
In government, under the Patrick Manning administration, he served as Minister of Works and Transport from 2002 to 2005, and as Member of Parliament for Ortoire/Mayaro from 2002 to 2007. In 2015, he was appointed as the Minister of Rural Development and Local Government in the Keith Rowley administration, and in 2016, he was appointed as the Minister of Energy and Energy Industries, a position that he currently holds.

Shawn Bennett, Deputy Assistant Secretary for Oil and Natural Gas, Department of Energy, United States of America
Shawn Bennett currently serves as the Deputy Assistant Secretary for Oil and Natural Gas. He administers oil and gas programs, including research and development, analysis, and natural gas regulation.
Mr. Bennett has more than a decade of experience in public affairs and government relations in the coal and the oil and gas industries. Most recently, he served as the Executive Vice President for the Ohio Oil and Gas Association (OOGA), a non-profit trade association that is dedicated to representing Ohio oil and gas producers. The organization represents over 2,000 members in all aspects of the exploration, production, and development of crude oil and natural gas resources in Ohio. His role at OOGA included overseeing all federal and state legislative and regulatory activities in Columbus, OH and Washington D.C.
Prior to joining OOGA, Mr. Bennett was the Director of Strategic Communications for FTI Consulting from 2011 to 2014. He worked with business leaders, elected officials, and residents in eastern Ohio and Pennsylvania regarding the safety and economic benefits of oil and gas exploration. From 2005 to 2011, he was the Government Affairs Manager for the Ohio Coal Association.
Mr. Bennett holds a B.S. from Ohio University.
Richard De La Bastide, President, Yara Trinidad
Richard de La Bastide is the President of Yara Trinidad Ltd.
Richard possesses over thirty years of engineering and project management experience including several senior positions in Plant Management, Production Management, Operations Management, Project Management and Business Development in Chemical Plants in Qatar and Trinidad.
Mr. de La Bastide holds an Executive Masters Degree in Business Administration from the University of The West Indies and a Bachelors Degree (Honours) in Chemical Engineering from Queen´s University, Kingston, Ont, Canada
He is also a member of the Board of The Energy Chamber of Trinidad & Tobago as well as the Project Management Institute (PMI) and has presented papers on Safety in Ammonia Terminals and DeNox Systems in Reformers at AIChE Ammonia Safety Symposiums.
Away from his business portfolio, Richard is a dedicated family man and a true fan of many sports, including tennis, golf and cricket.
C. Toni Sirju-Ramnarine, Vice President, Corporate Operations, Atlantic
Toni Sirju-Ramnarine holds the position of Vice President, Corporate Operations at LNG producer Atlantic. As Vice President of Atlantic’s Corporate Operations Department, Toni has senior strategic leadership oversight of four functions: Digital Strategy; Information and Technology Systems; Sustainability and Corporate Communications; and Administration and Property Services. With over 25 years of experience in the Oil and Gas industry, Toni has held senior leadership responsibilities within the fields of Engineering, Business Development, Project Development and Management, Corporate Communications, Planning and Information Technology.
Toni holds an MSc in International Management from King’s College, London and is a qualified Chemical Engineer from the University of the West Indies, St Augustine, where she was named one the university’s 50 Distinguished Alumni. She is a Director of the American Chamber of Commerce, the Loan for Enterprise and Network Development (LEND) and of Structural Engineering firm, KS&P Ltd. She is also a Member of the Association of Professional Engineers of Trinidad and Tobago.
Toni is married and has three children. She enjoys cooking, listening to good music, watching sports and vacationing with her family.
Brian McShane, Senior Vice President, INTECSEA
Brian McShane currently serves as Senior Vice President of the Americas region, and is responsible for all consultancy, engineering and execution support services associated with floating hulls, subsea and pipeline systems. He has 30 years of experience in engineering, construction and project management of subsea, pipelines and field developments within the oil and gas industry.
Brian also has extensive experience in leading engineering and project execution programs for various offshore project developments and environments including Deepwater, Arctic, environmentally sensitive, remote and technically challenging arenas. Brian has a strong background in technology and strives to implement the latest industry capability to enable projects and enhance operational performance.
Brian holds a Diploma in Engineering Management, from Bristol University England and both a BA and MA honors degree in Engineering from Cambridge University England.
Sen. the Hon. Robert Le Hunte, Minister of Public Utilities
Senator Robert Le Hunte assumed the portfolio as Minister of Public Utilities in September 2017.
Prior to his appointment as Minister, Senator Le Hunte has been a career banker for over thirty (30) years, the majority of which was spent at the Managerial and Executive levels. His exemplary career at Republic Bank culminated in his appointment to the Executive Director level in 2016, where he was charged with the responsibility of executing the bank’s African Continent expansion strategy, a role he held just prior to opting for early retirement.
Other notable highlights during his career with Republic Bank include his appointments as Managing Director of the then Barbados National Bank, now Republic Bank (Barbados) Limited, and Managing Director of HFC Bank (Ghana) Limited.
Senator Le Hunte holds a Master’s Degree in Business Administration from the University of Manchester, and a Master of Science Degree in Accounting from the University of the West Indies, as well as a Bachelor of Arts degree in Economics from the University of Western Ontario, Canada. He has also participated in the Advanced Management Program at Harvard University.
Senator Le Hunte has also made time for national interests, by serving on a number of Boards, including the National Flour Mills, National Feed Mills, the Environmental Management Authority and National Initiative for Service Excellence, Barbados. He also served as President of both the Caribbean Association of Indigenous Banks, and the Barbados Bankers Association.
Senator Le Hunte has always viewed himself as a servant of the people, and now brings this servant- leadership mind-set to bear on his latest responsibilities as a member of the Government of Trinidad and Tobago and Minister of Public Utilities.
Maria C. Guedez, Guyana & Suriname Exploration Manager, ExxonMobil
Maria C. Guedez is the Exploration Manager for Guyana and Suriname in the ExxonMobil Upstream Business Development Company, a major division of Exxon Mobil Corporation.
Prior to her current assignment, Maria served as a planning advisor for Europe, Russia and Caspian. Before that, she was the Geoscience Supervisor for the Kizomba Satellites Fields in Angola, during the Development execution and Start-Up phase. She has held a series of technical and managerial positions in exploration, development, and production projects.
Maria is a native of Venezuela and holds a degree in Geophysical Engineering from the Simon Bolivar University in Venezuela, and a Master’s Degree in Geoscience from Rice University in Houston.

Dr. Dale Ramlakhan is an experienced Engineering Professional and thought leader with a demonstrated history of working in the utilities industry. Skilled in Asset Management, Strategic Planning, Reliability Engineering, Maintenance Management, Asset Performance and Health Monitoring, Renewable Energy and Data Integration.
Dr. Ramlakhan graduated with a PhD. degree in Mechanical Engineering in the area of Renewable Energy in 2011 and a BSc in Mechanical Engineering with First Class Honors in 2003 from the University of the West Indies St Augustine.
He is a current Chairman of the Energy Efficiency and Alternate Energy Committee – Sub Committee of the Council of the Energy Chamber and a member of the Institute of Asset Management.

Professor Avinash Persaud is non-resident Senior Fellow of the Peterson Institute for International Economics Washington, Emeritus Professor if Gresham College in the UK and non-executive Chairman of Elara Capital, an investment bank based in Mumbai. He was ranked one of the leading public intellectuals in the world on the financial crisis by a panel of experts for the UK’s Prospect Magazine a few years ago. He was senior executive at J.P Morgan in its Commodity and Currency Division, and an Investment Director at GAM London ltd, the leading hedge fund manager. Professor Persaud has published widely on finance and economics and has served on a number or major policy commissions, including chairing the Warwick Commission and the regulatory subcommittee of the UN Commission on Financial Reform he was an expert member of the UK Treasury’s Audit and Risk Committee and the Pew Task Force to the US Senate Banking Committee. Ed Morse is Managing Director and Global Head of Commodities Research at Citigroup Global Markets, Inc. in New York. He previously held similar positions at Lehman Brothers, Louis Capital Markets and Credit Suisse. Widely cited in the media, he is a contributor to journals such as Foreign Affairs, the Financial Times, the New York Times, and the Washington Post. He worked in the US government at the State Department, and later was an advisor to the United Nations Compensation Commission on Iraq as well as to the US Departments of State, Energy and Defense and to the International Energy Agency on issues related to oil, natural gas and the impact of financial flows on energy prices. Aneesh Chopra is the president of CareJourney, an open data intelligence service launched by Hunch Analytics, a “hatchery” he co-founded to incubate ideas that improve the productivity of health and education markets. From 2009 to 2012, Chopra served as the first U.S. Chief Technology Officer and prior to that as Virginia’s fourth Secretary of Technology. His public service focused on better public-private collaboration as described in his book, Innovative State: How New Technologies Can Transform Government.
