Trinidad and Tobago is at a crossroads. More than ever, policymakers need reliable and real-time data to capture more revenue and plug revenue leakages from the extractive sectors. Data is essential to pave our transition from oil and gas to other industries. Citizens too are demanding more data to navigate these changing times and to hold those in power to account. This event will bring those who manage data systems and create policies with those who would benefit from these policies.  The objective is to identify gaps and explore opportunities to improve data capture, accessibility and use.

Mr. McGuire who is no stranger to those in the energy industry, holds a Bachelor's and Master's degree in Economics from the University of the West Indies. He also has extensive post-graduate management training at the Harvard Business School, the MW Kellogg School of Management, the College of Petroleum Studies, the American Management Association, the International Law Institute and the London Strategic Planning Society and the London School of Economics.

He spent twenty four years at the National Gas Company of Trinidad and Tobago Limited,( NGC) where he had managerial responsibility mainly for the Strategic Planning and Marketing process. He was deeply involved in all major contract negotiations for gas purchases and sales during the period 1991 to 1996, and was part of the joint marketing team that negotiated the LNG sales contract for Atlantic LNG Train 1. He pioneered strategic initiatives to boost the Company’s sales to the light industrial and commercial market and also pioneer the idea of local economic development as the base from Corporate Social Responsibility programmes.

Mr. McGuire was a lecturer in Energy Economics and Economic Planning at the UWI Department of Economics from 2002 to 2014. He is also an experienced researcher having written and published papers on strategic planning, the energy industry, technology transfer, trade and public finance. He has conducted/ economics research work on economics, energy policy and market studies for a wide range of institutions and companies, local and international, including OLADE, ECLAC, IDB EITI, CDB and Caricom. He has contributed to and co-edited the book “From Oil to Gas and Beyond – A review of the Trinidad and Tobago Model and analysis of future challenges."

Mr. McGuire is the owner and Principal Consultant with VSL Consultants Limited. In this capacity Mr. McGuire has facilitated strategic plans for numerous organizations n the public and private sectors. He currently serves as a member of the Board of Governors of the Caribbean Community Climate Change Centre, a director of the Eco Industrial Estate and Business Park ( COVE ) in Tobago and is a member of the recently appointed

Caricom Economic Commission.

 Mr. Mohammed recently re-joined the Foundation as its Chief Executive Officer in October 2018, after being the Foundation’s Programme Officer in Education for Sustainable Development. During his original tenure at the Foundation, he also coordinated the first Latin American/Caribbean Hub of the Sub-Global Assessment Network, the follow up global programme of the Millennium Ecosystem Assessment.

He brings significant experience in the field of development and sustainability education and management, having served as the National Coordinator of the UNESCO Schools Network, leading national and regional efforts at sustainability and diversity in education. As an education programme consultant, facilitator and invited expert, he has contributed to key initiatives such as UNESCO’s global programme on bullying and school violence and UNESCO’s Caribbean climate change education agenda; Curriculum development for countering extremism in the Americas; and national whole school approaches on mainstreaming the Sustainable Development Goals.

Omar is deeply interested on how and why people work together and communicate, especially towards common goals and particularly in civil society. Chasing these interests, he has worked on development communication and development management projects as a consultant with the University of the West Indies, various United Nations Agencies and other National Civil Society Organisations. In addition, he has worked/currently working as a member of the International Union for the Conservation of Nature’s Commission on Education and Communication; Advisory Board member of the Youth of the UN Group of Trinidad and Tobago; Fellow of the International Professors Project; and a Director of CAISO: Sex & Gender Justice.
