Good afternoon and thank you for the invitation to once again speak at the Trinidad and Tobago Energy Conference 2020. I have watched this forum grow over the years, to become one of the largest and most respected in the region. And in all honesty, I am not surprised.
The Annual Energy Conference by the Energy Chamber of Trinidad and Tobago has now been firmly established as the major energy conference in the Caribbean and Latin America attracting the decision makers of operating energy companies and the senior policy makers of energy producing jurisdictions in the region. The Board and Management of the Energy Chamber of Trinidad and Tobago are to be congratulated for this outstanding achievement.
Clearly 2020 is heralding a period of transformation for the industry – an era of new possibilities. Exploration and territorial deepwater finds in Trinidad & Tobago and neighbouring Guyana and Suriname, are focusing intense attention to the region.
The theme of this Conference – Shaping the Caribbean’s Energy Future- is very topical and timely as we are currently witnessing a change in the energy dynamics of the Caribbean. However, the Caribbean, until the current successes, has been characterized as an energy deficient region due to its perceived lack of hydrocarbon resources and its inability to exploit its huge renewable energy potential.
United Oil & Gas (UOG) one of the project partners on the Walton Morant Basin has announced that the Production Sharing Agreement has been amended to extend the initial exploration period during which a drill-or-drop decision is required for a further six months. Tullow Jamaica is the majority stakeholder with 80% interest and is the operator.
Ever since Exxon and their partners began their string of unprecedented exploration success offshore Guyana, industry watchers have kept a close eye on the neighbouring deepwater blocks offshore Suriname. At the beginning of 2020, Apache and Total made the long-awaited announcement of a significant oil discovery at the Maka Central-1 in Suriname’s Block 58. This was much welcomed news for Suriname and for its state-owned oil company, Staatsolie.

Apache Corporation and Total S.A. today announced a significant oil discovery at the Maka Central-1 well drilled offshore Suriname on Block 58. The well was drilled using the drillship Noble Sam Croft with Apache as operator holding a 50% working interest and Total holding a 50% working interest.
I was very pleased and a bit surprised to hear about the “light bulb swap” project announced in the Minister of Finance’s national budget speech. The reason I was surprised was that Minister Imbert had seemed rather sceptical about the idea when I presented it to him, and other members of the National Tripartite Advisory Council, in a pre-budget consultation session. I guess his opinion might have been swayed when the economic data supporting the idea was presented as part of the National Energy Efficiency Committee’s report submitted to the Minister of Public Utilities.
Tullow has announced that the Carapa-1 exploration well, drilled on the Kanuku licence offshore Guyana, has encountered approximately four metres of net oil pay based on preliminary interpretation, and has extended the prolific Cretaceous oil play into the Group’s Guyana acreage.
Exxon announced that oil production has started from the Liza field offshore Guyana ahead of schedule and less than five years after the first discovery of hydrocarbons, which is well ahead of the industry average for deepwater developments.
ExxonMobil has announced that it made an oil discovery offshore Guyana at the Mako-1 well southeast of the Liza field, marking the 15th discovery on the Stabroek Block.
The Chairman, Board of Directors and Executive Office of the Energy Chamber of Trinidad and Tobago are extremely saddened by the passing of Robert C. Montano. We are indebted to Bobby since his pioneering spirit and futuristic vision led to the establishment of our predecessor, the South Trinidad Chamber of Industry and Commerce, which was conceptualised by a group of businessmen led by Bobby Montano in the 1950’s. Mr. Montano also played a monumental role in the development of the Point Lisas Industrial Estate which has impacted the economic and social well-being of Trinidad and Tobago
The Noble Fleet Report for December reveals that the company has secured a contract with BHP for work in Trinidad. The update highlights that the contract begins in September 2020 and ends in February 2021.
Transocean announced that the semisubmersible Development Driller III has been awarded a one-year contract off the coast of Trinidad and Tobago.
Touchstone announced final production test results for the Coho-1 well on the Ortoire exploration block. According to the company, flow and build-up test results suggest an Absolute Open Flow (AOF) rate of 46.0 million cubic feet per day (mmcfd) which is equivalent to approximately 7,671 barrels of oil equivalent per day (boe/d).
