Job Title: Vice President Certifications

Job description

The Vice President, Certifications is responsible for the overall coordination, execution, control and completion of activities under the umbrella of certifications including but not limited to STOW, EICDI, PLEA, Laboratory standards and safety and professional training programmes, ensuring consistency with the mandates of the Energy Chamber and STOW Implementation Boards and relevant Steering Committees.

Main Responsibilities

  1. Oversee the activities of the Certification Unit on a day to day basis and ensure its smooth operation

  2. Responsible for the planning, budgeting, developing, and implementing certification programmes for STOW, EICDI, PLEA, and Laboratories, and accreditation of training programmes with the goal of maximizing members’ and individuals’ opportunities to achieve professional growth and obtain certification designations.

  3. Ensure that targets set by the Board are achieved within the specified timeframe

  4. Responsible for the internationalisation of certifications and relevant programmes into other countries and regional markets, as determined by the Board’s strategic direction.

  5. Ensure that the Energy Chamber maintains its certification to the ISO 9001 quality standard.

  6. Ensure that training programmes are appropriately accredited.

  7. Lead the Energy Chamber’s participation in periodic certification reviews

  8. Establish and implement strategies through collaboration with all units to ensure continued integration of all initiatives leading to maximum returns

  9. Interface with external training, testing and accreditation organizations.

  10. Assist programme teams with the certification process and documentation reporting requirements.

  11. Promote the benefits of programmes to stakeholders and educate stakeholders about certification opportunities.

  12. Liaise with and maintain relationships with various, relevant stakeholders

  13. Coordinate certification communication in conjunction with Advocacy and Member Engagement team using media such as the website, blog posts, podcasts, webinars and/or workshops.

  14. Ensure the preparation of and manage the annual budget in coordination with the programme leaders. Recommend and review fee structures associated with certification and the unit’s activities to ensure sustainability.

  15. Manage the work and performance of STOW assessors and ensure high levels of communication regarding procedural changes and matters

  16. Ensure deliverables are met from all relevant committees supporting the various programmes via proper tracking and intervention where needed

  17. Ensure quality control for all programmes including field surveillance when needed and report monthly

  18. Manage the Energy Chamber’s ongoing relationships with national (and international as appropriate), state and local governmental officials and organizations by monitoring safety/training/competency legislation for appropriate comment and action of the respective departments, coordinating the Energy Chamber’s communication with governmental officials on various matters (excluding taxation and legal matters) and presenting to the President and CEO the company's viewpoint on those legislative matters.

  19. Report to the Board and Steering Committees on the progress of the programmes and issues arising, on a monthly basis

  20. Ensure overall compliance with the STOW and other Charters

  21. Represent the STOW Implementation Board at contractor sessions, Assessor meetings and other meetings/ workshops

  22. Resolve conflicts that arise between stakeholders of the Certification Unit

  23. Ensure regular presentations are made to contractors and stakeholders about the programme

  24. Address deviations from process, policies and procedures as well as any other concerns/ complaints with Assessors

  25. Report on the progress of the programmes at monthly Board meetings and bring any issues/ concerns to the attention of the Board

  26. Guide companies on aligning their activities with Energy Chamber’s certification systems

  27. Update companies on certification status of companies

  28. Attend operating company contractor sessions to present and field questions/ queries on the various programmes

  29. Analyze survey data

Qualifications and experience:

  • Advanced university degree (Master's degree or equivalent) in business administration, project management, health and safety, accounting, law or related area from an accredited institution and

  • A minimum of seven years of progressively responsible experience in senior management, administration, training, health and safety, project management or related field.

OR

  • A combination of a first level degree from an accredited institution and a minimum of ten years’ experience at a senior level in management, administration, training, health and safety, project management or related field

Experience and knowledge:

  • Demonstrated skills in strategic thinking, strategic planning, problem-solving and data integration and interpretation

  • Excellent demonstrated project management capability

  • Excellent diplomatic, communication and mediation skills

  • Strong organizational and strategic planning abilities

  • Strong interpersonal and relationship-building skills; talented at building consensus, inspiring others to action and leading cross-functional work teams, both with and without explicit authority

  • Significant experience in interacting with senior executives

  • Experience in budget formulation and financial management is required.

  • Excellent written and spoken English.

  • Spoken and written Spanish a distinct advantage.

  • Experience and in-depth knowledge of computer systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint) and database management applications

  • Any other similar combination of qualifications and experience

  • Ability to work independently and exercise sound judgement

  • Sound knowledge of health and safety issues in the energy sector is a distinct advantage

  • Knowledge of accreditation and assessment practices

  • Proven track record in coaching and developing staff

  • Capability to manage a team and work independently in a fast-paced environment on multiple projects with minimal direction, maintain a high level of accuracy and attention to detail and meet pressing deadlines
