The overall purpose is to provide leadership and guidance for ensuring the smooth and efficient flow of goods, services, equipment, tools and information throughout the supply chain with specifics as follows:
To align the supply chain strategy with overall business objectives, identifying areas for improvement, and optimizing processes to enhance supply chain efficiency and effectiveness.
To communicate and collaborate with sales, marketing/business development, operations, and finance teams to forecast demand, anticipate customer needs, and develop accurate demand plans that includes analyzing historical data, market trends, and customer feedback to determine appropriate inventory levels.
To identify and mitigate risks within the supply chain, such as disruptions, delays, and quality issues. To develop contingency plans, implement risk mitigation strategies, and monitor key performance indicators (KPIs) to manage risks.
To train, develop, manage and lead the Expediting, Inventory Control, Purchasing and Warehousing Teams to execute the SCM activities efficiently and effectively whilst achieving the established goals, objectives and KPIs.
Key responsibilities:
Develop appropriate SCM strategies that increase efficiency, performance and maximize customer satisfaction at the lowest cost possible.
Manage the expediting, inventory, purchasing and warehousing teams and functions including assessing the allocation of resources, approvals of documents, delivery of products to customers and prioritizing activities to ensure client requirements are met.
Vendor Management:
New vendor review.
Negotiation of best prices, terms and delivery timelines.
Performs audits and evaluations of current and potential suppliers.
Warehousing:
Develop strategies to optimize storage space/capacity.
Manage storage conditions in accordance with manufacturers guidelines and operational needs.
Create and maintain work instructions and standard operating procedures to meet warehouse demands, and delivery schedules. Establish workflows and safety guidelines.
Implement strategies to improve service quality, employee efficiency, equipment performance and interdepartmental communication.
Manage Physical Count as per Annual schedule.
Work with the Warehouse Supervisor and relevant SMEs to maximize working capital.
Manage/monitor inventory levels together with the Inventory Management Analyst.
Work closely with Finance and other internal stakeholders on major inventory/purchasing decisions, and stock reconciliations/adjustments.
Inventory Control:
Ensure timely and accurate processing of Invoices and Delivery Notes are completed in accordance with company guidelines/procedures.
Manage inventory schedule and counts ensuring results are reconciled, variances investigated, and reports produced.
Work with operations, sales and business development to determine optimum reorder levels to minimize stock, and maximize working capital.
Ensure Inventory Control works closely with Warehousing and Operations to complete a minimum 100% annual physical Stock count.
Ensure Inventory Control works closely with the Expediting, Purchasing and Warehousing to achieve Inventory data accuracy.
Expediting:
Ensure all regulatory and statutory requirements are met.
Manage all price negotiations with Freight Forwarders and third-party transportation partners.
Ensure that the most cost-effective solutions, e.g. cargo consolidation, economic order quantity (EOQ), Shipping Terms, Mode, etc. is utilized.
Purchasing:
Manage all activities related to the sourcing and procurement of the necessary materials and services needed to meet the varying levels of demand for the company including approval of purchase orders (POs), analysis of purchase patterns and delivery data to ensure customer requirements are met and costs managed.
General:
Support and ensure proper utilization of TOSL’s enterprise resource planning (ERP) system.
Review processes to determine areas for improvement including the ability to incorporate technology where possible.
Ensure employees are appropriately trained emphasizing QHSES guidelines.
Comply with legal, regulatory and other applicable standards including recording keeping as per legal requirements.
Coach, mentor and develop members of the Departments.
Lead the team in executing best practices and measuring performance via agreed-upon Key Performance Indicators (KPIs) which are SMART (Specific, Measurable, Attainable, Realistic, Timebound ensuring that systems, tools and support are in place to achieve them.
Prepare monthly department reports including updates on department goals, your KPIs and provide a look ahead.
Keeping abreast of current trends in volatile variables of SCM such as material costs, logistics rates, lead times, etc.
Perform any other duties as may be required to ensure the timely achievement of organizational goals and objectives.
AUDIT RESPONSIBILITIES:
The Manager is responsible for participating, preparing, and complying with all audit requirements internal and external i.e. QHSES, ISO 9001:2015, Financial, etc.
HEALTH, SAFETY, ENVIRONMENT & SUSTAINABILITY (HSES) RESPONSIBILITIES:
The ultimate HSES responsibility of the Manager is to ensure all employees under their control return home safely and unharmed and that we do not harm the environment in our normal operations. It is essential to read, understand and comply with TOSL’s HSES policies. Additionally, active participation in the HSES programs of the company is expected, as well as reinforcement of the procedures of the company and whatever may be required in the risk assessment for the operation, task or project. It is never acceptable to knowingly walk past a safety or environmental infraction without intervening or withhold or omit the reporting of any incident or accept this from any employee. It is also unacceptable to knowingly deploy our employees to a task where the company or the client will be unable to meet the requirements of the risk assessment or where our employees will knowingly be exposed to risk which cannot be mitigated to an acceptable level.
The Manager is also expected to reinforce the HSES message at every opportunity and ensure that personnel not following our HSES procedures are addressed fairly and swiftly.
QUALITY RESPONSIBILITIES:
Consistent customer satisfaction (both internal and external) is the cornerstone of this business. Active delivery of quality service is paramount in achieving this. The Manager is expected to be an active participant in our Quality Management System. They must proactively seek ways to improve our level of service to our clients both internally and externally through the use of our continuous improvement process. Non-Conformances, rework and errors must be promptly reported to the QHSES team and participation in the continuous improvement process or client NCR process is expected.
Programs for which your involvement is required are as follows but not limited to:
Management site visits – Compulsory, target set annually.
Incident investigations and lessons learnt - As and when required.
Walkarounds – Compulsory, target set annually.
Risk Assessments - As and when required by operations or HSSE Dept.
Safety Meetings and Toolbox talks – Daily or as required.
HSE committee meetings – As and when required.
Housekeeping inspections and walkarounds – At least once per week for your area.
Working Conditions & Job Requirements:
The employee will be required to:
Work at the office, visit TOSL workshops and other facilities
Visit local suppliers
Visit TOSL job sites which may require climbing and walking in process areas
Work flexible hours in order to meet deadlines
Sit at a workstation using computer systems
Qualifications
Bachelor of Arts or another Undergraduate Degree in a related field – Inventory, Supply Chain Management, etc..
Chartered Institute of Procurement and Supply CIPS certificate (Level 6 Professional Diploma in Procurement and Supply aimed at senior procurement)
Skills & Abilities
Proficient in inventory, accounting and auditing principles and practices.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook)
Thorough knowledge with an ERP software
Thorough knowledge and experience in Reorder/Replenish Software
Ability to be innovative and think outside the box.
Strong analytical and negotiation skills
Excellent problem-solving mindset
Demonstrated leadership abilities and interpersonal skills.
Ability to communicate effectively.
Experience/Training:
Insight into economic conditions and market dynamics
Minimum ten (10) years’ experience in a Supply Chain, Materials Management, Logistics or Warehouse Management role with at least five (5) of these in a Supervisory role.
Experience in the energy sector would be an asset.
